The aim of the current research was investigating the role of technophobia in the digital divide in organizations with the mediating role of resistance to change and the moderating role of organizational climate. The method of the current research was descriptive-correlation of the type of structural equations. The statistical population of the present study included employees of executive agencies in Ardabil city in 2025. Of these people No 380 were selected by convenience sampling method. The data collection tool was the Technophobia Questionnaire (TQ; Rosen & Weil, 1995), Digital Divide Questionnaire (DDQ; Gupta & Srivastava, 2011), Resistance to Change Questionnaire (RCQ; Oreg, 2003), and Organizational Climate Questionnaire (OCQ; Chen & Huang, 2007). Analysis of research data was done through structural equation modeling. The results showed that the data had an acceptable fit with the conceptual model and it was confirmed. Also, according to the structural model of the research, the direct effects of the technophobia and resistance to change on digital divide were significant (P < 0.05). Also, the direct effect of the technophobia on resistance to change were significant (P < 0.05). Also, the indirect effect of the technophobia on digital divide through resistance to change were significant (P < 0.05). However, organizational climate did not have a moderating effect on the relationship between technophobia and digital divide (P > 0.05). It seems that the results of this research can provide useful information for managers and employees of organizations to reduce problems related to the digital divide.
